Jenkins was the pilot of the lander mission sent to investigate the Utwig Bomb. He deactivated the defensive grid surrounding it -- well, actually, he "just drove through it by accident, but that seemed to work." Apparently, the Utwig did not worry much about defending their bomb with planetary fortifications (having an immense Jugger fleet in orbit), so only minimal defenses were added.
