How would you phrase it? If the quality of the translation is low, it can still be almost completed. A comment "low quality" could be added, but I wouldn't do that on the opinion of just one person.

I tried the German translation and I don't think you can say it's "almost completed"...

First of all it's for version 0.4 of UQM and not 100% compatible to 0.5 or newer (but you can make it compatible with some effort)...

Then, there are lots of mistakes in translation, orthographical, grammatical and even in content... Some things are translated badly, use of strange "slang", where it is not appropiate...
