The High-Efficiency Fuel Tank is and improved version of the normal Fuel Tank that is available at the beginning of the game. Fuel tanks act as containment and storage for The Flagship's fuel. Without fuel, The Flagship cannot travel through HyperSpace nor send landers to planet surfaces.
