Junior Scientist Hawkins was hastily promoted to write the report on the beast that The Captain captured for Admiral ZEX after it incapacited Dr. Chu. He is a little forgetful, at least for his first report, and tends to ramble and stammer a little bit, as well as give information rather simplified instead of the usual scientific style of giving detailed, precise reports.
