::::It's a mediawiki bug, described [http://bugzilla.wikimedia.org/show_bug.cgi?id=939 here] and [http://meta.wikimedia.org/wiki/Help:Template#A_category_tag_in_a_template.3B_caching_problem here]. It's got nothing to do with other templates being present, just whether the page is updated after the category has been added to the template.
