They are the twin gods of Death and Destruction worshipped by the Ilwrath race. They represent everything that is evil in the universe.

It is not clear whether Dogar and Kazon actually exist, as in SC2 they are shown to be a prank from the Umgah. However, the Ilwrath supposedly worshipped the two gods for a long time, so it is possible that the Umgah took advantage of the Ilwrath's established beliefs, instead of actually "inventing" new gods for them.
