The Proctors appear to be the leaders of the Utwig civilization, residing on their homeworld, Beta Aquarii I. The Proctors are also collectively known as the Proctorate and are apparently headed by a High Proctor (also called the Grand Proctor). Zeta Hyades VI-B is under their full jurisdiction (at least while the fleet of Juggers is stationed in orbit above the moon), and it is they who are responsible for deciding how the Utwig should atone for the destruction of the Ultron.
