The Proctors appear to be the rulers of the Utwig civilization, residing on their homeworld, Beta Aquarii I. Zeta Hyades VI-B is under their full jurisdiction (at least while the fleet of Juggers is stationed in orbit above the moon), and it is them who are responsible for deciding how the Utwig should atone for the destruction of the Ultron. The Captain returns the repaired Ultron to them, so it is safe to assume that he actually speaks to them personally. The Proctors are apparently headed by a High Proctor (also named Grand Proctor).
