When it comes to the most powerful single-shot weapons, the first thought of many starfarers is the Ur-Quan Dreadnought's Plasma fusion cannon, which can eliminate 6 crew in a single shot. However, the Hellbore Cannon does just as much damage. It is unclear whether the Melnorme developed this weapon or if it is of Precursor origin. Either way, it is the most powerful weapon module available for The Captain's Precursor Flagship — it does fifty percent more damage than the Fusion Blaster module, and just seven shots can take down a Dreadnought or a Kohr-Ah Marauder.
It can be made at a cost of 6000 RU, though the technology must be purchased from the Melnorme, and it can only be purchased after buying nearly every other upgrade.
