Fuel Tanks act as containment and storage for The Flagship's fuel. Without fuel, The Flagship cannot travel through HyperSpace nor send landers to planet surfaces.
The Flagship in itself can store 10 units of fuel with no additional modules, though this generally isn't enough to travel anywhere significant. The standard fuel tank has a capacity of 50 units.
After purchasing the necessary technology from the Melnorme, the High-Efficiency Fuel Tank becomes available.
