The Procyon II Starbase is a non-canonical term for the Ur-Quan-built Starbase that has been in orbit of Procyon II since the surrender of both the Chenjesu and Mmrnmhrm, cerca 2134, in the Ur-Quan Slave War.
After the Chenjesu and Mmrnmhrm initiated the Process to become one hybrid race, the starbase crew retreated from the installation to the planetary surface. This would imply that the races had the technology to disable the Slave Shield, at least locally.
The base continues to be maintained and defended by simple, preprogrammed robots. Considering that the Mmrnmhrm are a mechanical race, one could argue that the base is not actually abandoned.
