The Peace Vaults were created by the United Nations in order to neutralize the self-destructive potential of a gigantic nuclear arsenal without actually destroying the bombs. All nuclear weapons and SDI lasers (for lack of need) were locked in the vaults until they were re-opened in 2116 to serve as ammunition for the Earthling Cruisers being built in Detroit.
