Val, I'm not sure I catch your meaning in saying the Spathi alliance is unofficial. As I've understood it, we've used official to refer those races whose ships can be built at the Starbase. This only happens with races that formal enter into an alliance and send captains/delegates to the Starbase. As such the Spathi qualify. This is opposed to the unofficial status like the Pkunk, Arilou, and Yehat who merely provide ships on occasion, but do not give you the ability to construct their ships at the Starbase (no formal alliance). Also, the lone spathi you encounter refer to the alliance as a "mutual assistance pact" - sounds official to me.
